Counting an expected refund to the dollar is like counting the cutlery while the dining room is repossessed, precise about the small inventory and silent about the larger absence. If funds have been withheld, preserve the notice with the record showing the difference.

The familiar example of a tax refund does not establish that refunds are taken before every other eligible payment. No inspected source arranges eligible payments into a fixed sequence. Whether one category in practice precedes another is a question for the notices rather than for any article.

Where several debts or agencies appear in the notices, retain each record for counsel, who may need to examine which debt received the payment and whether the amount was applied as stated. There are limits to every offset category, though the details belong to the program rather than to this page.
